m Editorial


   Interview given by Vyacheslav Skutinym (Nemo) and published
in the 111-meter room Nicron-a, has come under close scrutiny 
of our readers. We are talking about the part of the interview, 
which was affected by the so-called National Endowment for the 
Spectrum (NFSP). Revision received a letter from Andrew and 
Igor Maznytsya Savicheva - people who have launched efforts to 
create NFSP. We publish both letters in full, based primarily 
on the principle of equal voting rights for all parties to the 
conflict. Editorial Nicron-a did not participate in activities 
to create NFSP and then followed the conflict. All information 
published is the personal opinion of the authors of articles. 
The only opinion editorial itself - the conflict around and not

   Hi, All!


   Published in Nicron 111 Vladimir Bulchukeem mini-interview 
with Vyacheslav Skutinym (Nemo) makes me to supply him brief 
comment. 


   According to the recommendations of spektrumistov 
ZX.SPECTRUM I, as one of organizers and ideologists NFSP 
(National Endowment Spectrum) phoned all known spektrumistov

   Our first meeting was held in early spring 1999 at the 
St.Pete radio market in Avtovo. Vyacheslav came to see not one,

Cautious mood gradually gave way to unconcealed curiosity, but

Spectrum is not particularly welcomed. Nevertheless, Vyacheslav 
Skutin expressed their care and support, even on some of the 
envisaged activities of the Fund. 

   Our second meeting was held in the store and then Logros
stadium Zenit, where there were about two dozen St. Petersburg
spektrumistov. After this meeting clearly revealed the negative 
attitudes of Vyacheslav the Fund. 

   With regard to monetary contributions, which are supposedly 
collected by the organizers, and fears of Viacheslav as to how 
the money will cost the Fund, introduced in Nicron 111 stuff 
has nothing to do with reality. 

   Since the activities of the funds, similar NFSP strictly 
stipulated by law, the draft statute of the Fund to that 
received considerable attention. It was clearly stated 
objectives of the Fund, that is, those direction, which should 
have been spent coming funds from donations and fund their own 
business. All those wishing to contribute immediately (and 
there were many), I answered that before the registration of 
the fund as a legal entity any donations will be accepted! And 
in reality, no one had taken a penny of money. 

   Would like to recall the outcome of a failed attempt to open 
the National Fund of the Spectrum: 1) At first the founders of 
the fund intended to address: the firm Peters, Michael Ivan - 
Logros, Igor Maznytsya and Andrew Savichev; supposed to create 
a Board of Trustees of the number of known spektrumistov Russia 
and to open regional offices Fund; Andrew Savichevs was drafted 
statute and other documents necessary for registration, has 
been visited Registration Chamber, St. Petersburg Mayor and 
clarified all the details about the upcoming registration; 2) 
were held two meetings with potential trustees and founders 
(except spektrumistov concerned, these meetings attended by 
representatives spektrumistskoy press); 3) an informational 
campaign in ZX.SPECTRUM. 


   Results are well known:
conflict with Eugene Buderom, accused of belonging to the Fund
fascist organizations, and organized them by komoderatora
ZX.SPECTRUM Dmitry Grigoryev (Oldman-a) and Vyacheslav 
Mednonogova "antinatsionalisticheskaya campaign," charged the 
founders of the fund for "all serious" with attribution to them

   Hello All!


   "Production of software - this is a purely American 
business. Here were first made technological advances in this 
area. Here are the major markets. And here is the atmosphere 
that allowed all this to happen. "                         Bill

   Dictum is very unpleasant for all those who develop
great software, but it is not an American or not working at
American software market. Unfortunately, Mr. Gates in a 
thousand (!) Percent right, correct to say it he does not know 
how he is right, especially with regard to Russia. After 
reading about the history and development of several major U.S. 
companies specializing in software development, computers and 
computer technology, I came to the conclusion that occurrence 
of similar companies in Russia is physically impossible. In 
Russia, Gates, after leaving college, went to a vocational 
school, and not lived up to the age of 30, if not abandoned 
their marketing research; Steve Wozniak and Steve Jobs would 
have been burned in his garage along with the Apple I "Tale," a 
hired competitors; Ken Olsen was an ordinary engineer and on 
Sundays would trade at radio parts. America really is amazing 
country, in the sense of a business. I do not want say that it 
is there, too, everything is smooth, but compared to Russia a 
"paradise for business." So, I reviewed the process of creating 
three largest American companies, created between 1960 and

1980, a "DEC" (Digital Equipment Corporation), "Apple"
("Apple", but not Yavlinsky:)), "Microsoft" (Microcomputer
Software). All firms were created in three steps. The first step
standard, and arguably the textbooks on business, is
fundamental to Americans - an idea. In case this is c DEC PDP-I,
Apple - Apple I, Microsoft - BASIC for the PC Altair. The 
second step, This is of course money, so this is the first step 
for Russia as ideas from Russian is always missing, but no 
money (although, probably, and ideas because of that in bulk). 
What did the Americans this case? Of course, they (all except 
B. Gates) appealed to the people who have money are: Ken Olsen 
received 70 thousand dollars from a "venture" investors, Steve 
Jobs received from the "venture" capitalist Mike Markkula 91 
thousand dollars, and Bill Gates has earned for 1972-1973 
school years (he then went to college), 20 thousand dollars. 
Strikingly, two of the three received the money from of 
entities that have the prefix "venture". "Venture" capitalists 
(venture capitalist) - a specialized company or bank engaged in 
"risky" investments. Is it possible in Russia? Of course, 
maybe, but if they did not work, it is unlikely that someone 
would see them alive. From This conclusion, that in Russia more 
profitable to forget about the idea and try to not to attract 
attention, and even more big bucks. Vivid example - are widely 
known for the conference ZX.SPECTRUM A. Savichev. He argued for 
a long time all that has ideas, the embodiment which will bring 
very significant returns, but when the "local venture 
capitalist values" offered him fifty thousand dollars to 
implement these ideas, Andrew wisely decided that Life is more 
expensive, and decided not to take money (I think it's one of 
the most reasonable of his actions). The third step - 
registration of the firm. That's where the real problems begin. 
This process of mass loss of time, money and nerves. As a rule, 
before this step man begins to think, not to turn back if he and

God bless her, with the idea. But even this step is avoidable 
for the true fanatic. If Gates organized by Microsoft in Russia,

his first contract with MITS could not have been signed (as 
already it would not be up to software), and Bill would have 
decided that it is easier to emigrate or work in the private 
sector. The fourth and final step - maintaining the viability 
of the firm. I do not know how in America, and in Russian 
company involved in manufacturing software, is experiencing a 
lot of difficulty (of course, in that period, until its 
software has not become the corporate standard in some sort of 
large public-sector organizations). Manager has to fend off 
constant attacks on the part of municipal services - fire 
protection, san.eped.nadzor et al. Everyone wants to live and 
still live at another's expense, confusion in the Russian law 
that greatly aided. At conferences you can often find questions 
like "How to protect against SES legitimate means?". 
Unfortunately, these questions are never the answer: (. The 
second wave are "thugs" without which nothing now nowhere does 
not do. But, paradoxically, the "bandits" in firms engaged in 
medical research, special problems arise. As they say 
themselves "bandits," is due to the legality of business data 
firms, in contrast to, for example, shopping. With the 
advancement of software on the market, too, there is a lot of 
problems. There appear many subcontractors, they all want 
bribes, and that not small (for the most part, the problem 
arises with gos.zakazchikami and large businesses). No bribe - 
and your product will not fly, and sometimes to bribe goes up 
to 60-70% of the selling price product. True, software 
companies will not remain vnaklade, as scientific form of 
activity provides opportunities for "washing" money. There are 
many opportunities for cheating money from their accounts under 
a different "bogus contracts" such as "Treaty performing work 
on the development and implementation of a parser-synthesizer 
of expressions such as "Hello World!" to the amount of 100,000 
rubles, "nobody will delve into what actually makes the 
"product". 

   Very interesting position of people who develop hardware and 
software products for computers such as "ZX-Spectrum". Are 
there many "firms" and "corporations" c different sounding 
names. These people, after passing the first stage (the idea), 
waved his hand at other stages. This is understandable, since 
in recent years income from production for a given platform is 
extremely reduced and did not allow for a reasonable existence 
even a small programmers' company. Firms that started with 
working with Spectrum and passed all stages, unfortunately, now 
remember the Spectrum only as part of their history and use it 
as free publicity (the "Scorpion," "Peters") switched to more 
profitable and more "fast" PiSishny market. Unfortunately, 
thanks to this approach, the Spectrum gradually went into the 
underground. The market has become very difficult to obtain not

All attempts to again give the Spectrum official status met 
with fierce resistance from the people who occupied a prominent 
place in the "Spectrum coterie" and is now very unwilling to
