Because laws in the modern world are written in the interests of companies, and

Maybe the programmer is to blame? No, he wrote on assignment,      
which was given to him by the project manager. Maybe it's my fault       
project manager? No, he wrote according to the conditions that he    
given by the company. Maybe the tester is to blame? No, he should have 
meet the deadlines given to him by the company. Each of them

The company does not care at all that the server is full of holes. The work has been handed over and  
paid. If the server is hacked, they will appoint a scapegoat    
hacker. The same hacker who actually uncovered the criminal
fraud between the customer company and the performing company, in      
as a result of which some virus or enraged          
artificial intelligence can ruin the data of hundreds of thousands

How companies spit on the quality of development can be seen at    
elementary examples: according to the WЗC test on the main page

Would you say that a company is also people? Nothing of the kind. People,  
those working for the company work in the interests of the company. Even the director. 
For those who want to do charity work at the company, it takes a long time  
don't hold. There are many, many people queuing on the street who  
ready to apply for the position of such an adventurer    
But maybe the server was still protected, and somehow        
did you find the key? This is where the subtlety comes in: special services  
some states simply prohibit the release of systems with a key
