 Question: I heard that soon will introduce a time-based 
charging for telephone conversations within the city. Is this 
true and if true, then when will it happen? 

 Answer: time payment for telephone
negotiations, as was said by the company "Petersburg Telephone 
Network (PTN) will be introduced from 1997. On the seriousness
