On atmel.www.com probably (I’ll clarify by rummaging through the archive), These are
single chips from the Atmel AVR line with 20 ns. RISC processor, here's from the advertisement:

This is not the simplest and cheapest chip and addresses 64K, there are simpler and cheaper ones

AT90S8515

Features:

X Utilizes the AVR about Enhanced RISC Architecture
X 120 Powerful Instructions - Most Single Clock Cycle Execution
X 8K bytes of In-System Reprogrammable Downloadable Flash - SPI
Serial Interface for Program Downloading
- Endurance: 1,000 Write/Erase Cycles
X 512 bytes EEPROM - Endurance: 100,000 Write/Erase Cycles
X 512 bytes Internal SRAM
X 32 x 8 General Purpose Working Registers
X 32 Programmable I/O Lines
X Programmable Serial UART
X SPI Serial Interface
X V CC : 2.7 - 6.0V
X Fully StaticOperation, 0 - 20 MHz
X Instruction Cycle Time: 50 ns @ 20 MHz
X One 8-Bit Timer/Counter with Separate Prescaler
X One 16-Bit Timer/Counter with Separate Prescaler and
Compare and Capture Modes
X Dual PWM
X External and Internal Interrupt Sources
X Programmable Watchdog Timer with On-Chip Oscillator
X On-Chip Analog Comparator
X Low Power Idle and Power Down Modes
X Programming Lock for Software Security Description

You will have to write the microprograms yourself, but they are loaded into the internal
8K flash sequentially and you can upgrade your resistor at least every
weekend ;) In general, you can do a lot of things from it on the Spectrum -
you pay once, but the thrill is repeated and the software for it, unlike Altera, is frivolous.
