If by e-mail, it’s (IMHO) to the (e-mail) address of Roma Alexandrov (Roman
Alexandrov, he has an address in the original), if by fido, it’s to me.
You write a regular letter to my address, put the recipient’s name/surname in 'to:'
(however I’m not sure whether this will work with Internet software), and, most importantly,
in the first line of the letter you write
to: Vasia Pupkin (812\xx.xx)
It will go to the specified address.
Naturally, there are possible options, well, these are subtleties...

check the addressee by matching the name/surname from the SPbzkhnet pointlist.
