THE OBJECTIVES OF CREATION:
---------------------------

In conditions of almost exclusive domination of IBM PC compatible computers
and policy of damping prices for morally out-of-date models of this platform,
conventional for the sates of Russian Federation home computers "spectrum"
appear to be in a position of plants, placed in "the Red book".
In small and average cities, especially far away from St.-Petersburg and
Moscow the users of a Spectrum are in a state of "information famine" on
software products, electronic issues and other information on a Spectrum.
The conference relcom.comp.speccy is called to break " information blockade
", to approximate the users of a Spectrum to the developers of a software and
hardware and publishers of the electronic newspapers and magazines.
Moreover it will provide links of ex-Soviet speccymen with the friends in
other countries, and also will promote broad information exchange on many
directions.

The given conference is intended for all friends of SPECCY.
Enemies and instigators are requested to not disturb our world by the
destructive discussions. All problems of our UNIVERSE are known for us not
worse than for you, but light and it is heat, outgoing from our star, SPECCY,
with heaps compensate to us ANY inconveniences!
We are eternally grateful and in an irredeemable duty to the genius of XXth
century - sir Clive Sinclair.
We are grateful to all creative people of all countries and continents,
bringing in the contribution to the centre of this UNIVERSE and consolidation
of its power.
We are grateful to the soviet people, pioneers - firstcomers, opening to
all "red" folks this surprising and magic world.
We are grateful to you, users of a Spectrum for the fact that by the
attention, by creativity, violent fanaticism you keep this world, continue and
develop its best traditions.
The glory to a Spectrum, for which borders are not present in space and
time!

It is authorized to enter constructive discussions to the people from any
platforms, who's KEEPING LOVE And INTEREST to a Spectrum.

Languages of a conference: Russian and English.
The answers to the articles are desirable (but are unessential) in language
of the initial article.
The large request to the subscribers - do not distort languages of a
conference.

What is here welcomed most of all and to whom here are most of all we're
glad?

The creative attitude to a Spectrum, aspiration to create something new in
this rich with traditions, eternally young and magic world is welcomed. Here a
place for all new innovations, competitions, friendly support, transfer of
experience from experienced speccymen to beginners.

Coders, musicians are welcomed, the artists, professing a principle of
Steven Levi " the the information (including a software) should be
free-of-charge ", therefore we are most of all glad to see here freemakers:
amateurs and professionals. We are glad here to see of "newbees" not
hesitating "newbeesty",
"Lamers" desiring to overcome "lamership", and also "hackers", in which has
not "hackership" developed into a self-importance and contempt for the
environmental people.

We are glad here to see "hackers" with big heart, generous soul and kindly
(without condescension) attitude to "newbees".

For softmakers and distributors the given conference should be of interest
by an opportunity to advertise the achievement and services. The publishers of
the electronic mass-media, ready gratuitously to publish here some (or
special) issues of the editions are welcome.
The advertising is here admitted(allowed), but with a mark ADVERTISING: in
a field SUBJ:

The given conference is nonmoderated in the sense that your articles, even
containing rough violations of rules, for which after a determined procedure
of trial with administration (on benalf of a moderator and comoderators)
various punishments down to the translation of your server of conferences in a
mode READ-ONLY for the given conference can follow, are freely placed. All
articles of the given conference are closely read by comoderators after
publication. The noticed infringements are lead up to the item of information
of a moderator. The moderator sends the missives with SUBJ, beginning with *
(Attention! Use of the given symbol in the first position SUBJ by other
subscribers punished by +)
All punishments, imposed by a moderator on the violators can be appealed
against In PERSONAL CORRESPONDENCE With a MODERATOR in 5-day term.
The most severe punishments can be appealed against In PERSONAL
CORRESPONDENCE With the NETWORK COORDINATOR, only AFTER failed attempt to
appeal against it in correspondence with a moderator. The subscribers can
state the offers on entering changes into the given edition of rules in the
articles with a topic of the OFFER:

It is necessary, that all names of your articles in a field SUBJ: began
with a heading, in which you place your article. It will facilitate
orientation of other subscribers and will help to avoid topics which are not
discussed here.
The following headings are permitted before the change of the given edition
of rules:

THE OFFER: not commercial, and on a theme and organizational...

ACQUAINTANCE: the announcements of search of the friends on correspondence
about a Spectrum, creation of clubs of speccymen, about a noncommercial
exchange of the programs and other...

COMPETITION: about organization and realization in a conference of various
competitions...

ATTENTION!: the preventions of unseemly actions of the various persons in the
world of a Spectrum (including crackers, pirates, and other;-), but before
placing here your information, remember the responsibility for slander and
often remember " do not judge, and not judged will be ")

HELP ME: the requests, questions, advice, answers and etc..

FREEWARE: Your programs and beta - versions for testing for all desiring (as
in codes, and on a BASIC) volume not more 50K in a separate UUE part,
compressed, and programs, executed on a Spectrum (or emulator) of formats
.tap, .$b, .$c, .z80 and etc should be compressed with ZIP. Utilities for DOS
send compressed (.zip, .rar) Accompany them by several phrases, indicating the
name of the program, the version, author and confirmation, that it is valid
FREEWARE.

DEMO: Author's (emphasize, just author's!) presentations of a software, which
hereinafter can be got at the authors or assigned by them distributors (and
authors are requested to specify ways to communicate with them and addresses
of them and distributors) (files sent in the same way as FREEWARE)

Attention! The violation of the copyrights is very serious violation in our
conference and punished by (+++). In order to prevent troubles, if the author
asks you to send the program in a conference, ask him to enter a few lines of
the about following contents: " I, Potapov Vsevolod Viktorovich, present on
court of most respectable public the demo-version of the development
(further to specify precisely version and date of creation) .These lines are
necessary that at occurrence of a various sort of misunderstanding the author
did not show the claims to you, and furthermore to our conference. The
falsification of the author's comment is equated to violation of the
copyright!

SOURCE: Source code for the explanatory of algorithms, libraries of procedures
and etc. ASSEMBLER, BASIC, C (with the indication, if peculiarities of the
specific compiler / interpreter of the programming language) The reference
to a source must be available and authors must be mentioned!

Remember, that Russia has signed the international agreements on observance of
the copyrights (including on SOFTWARE) and posting of even old and restored
games, supplied with your (and furthermore not your) intro DOES NOT BELITTLE
the COPYRIGHTS of their developers. If the firm (group, author) has given you
the consent to free distribution of the programs, you, instead of conference
bear all completeness of the legal responsibility for your actions in case of
the judicial claims about violation of the copyrights. Everything
above-mentioned relates also to other information materials, protected by the
copyright (for example, electronic magazines, newspapers, separate articles,
circuits, trade marks and other)

EXCHANGE of EXPERIENCE: any your achievements, KNOW-HOW, which to you it is
not a pity to open to public...

THE ENCYCLOPEDIA: interesting (BUT, AUTHENTIC!) facts from a history of a
Spectrum (necessary with the reference to a source), description of games,
biography, auto-biography , news from various regions and etc..

MASS-MEDIA: for a posting (again only by the authors!) of special issues of
the editions (preferable without viewer, in saving memory, graphic formats)

FUN: amusing cases from life of speccymen...

Flame and the personal correspondence on non-interesting for public to
questions are infringement of rules! Let alone obscene expressions, defacing
of Russian and English languages. The statements in the spirit "suxx, " must
die ", " rulez 4eva " - all of these not best proofs of your love to a
Spectrum are not allowable also.The insult of personal advantage, slander, the
distribution of rumours with the purpose of drawing moral and commercial
damage punished by (++)

PENALTIES for the violators:

+ Posting of the articles without permitted topic;
+ Personal correspondence, non-interesting to the majority of the
subscribers;
+ Discussion like "Spectrum vs Whatever", and also unsupported use of
"must die, suxx, rulez 4eva, lamer" and so on;
+ dispute with a moderator in a conference and autocratic moderation;
+ defacing languages of a conference (Russian, English);
+ posting of the doubtful items of information (without moral and
material damage whatsoever to any person);

++ same, but with drawing of damage;
++ Insult, threat, slander on the subscribers of a conference and users
of a Spectrum;
++ Use of obscene words and expressions in any language of the world;

+++ violation of the copyrights;
+++ Insult of the famous people of the world of a Spectrum;
+++ Insult of a moderator and comoderators;
+++ Article not on a theme of the given conference;
+++ Use of nonexistent address as personal address;
+++ Use of a conference for swindle and deceit (financial) our
subscribers;
+++ Distribution of viruses through a conference;

The penalties collect (amnesty will be carried out on large holidays and
significant for a Spectrum historical dates) and at achievement +++,
translation in READ ONLY is made.
The punishments are repaid for personal merits before the subscribers of a
conference (at their petitions), at amnesty and at revealing the facts,
spilling light on poorly known circumstance of infringement, during trial in
personal correspondence with a moderator.
The comoderators are nominated by a moderator and can be suspended by him
as well (under their personal request, at impossibility to continue by them
fulfilment of the duties, at inadequate execution of the duties by them).
The moderator affirms by the network coordinator. At personal desire of a
moderator to leave the high post, elections for the subscribers of a
conference are nominated.
The new moderator gets out by direct voting, 2/3 votes from number voting.
