APPLICATION

I, XXXXXXXX XXXXXXX XXXXXXXX, have to report the following:

On August 12, 1997, at the border in Brest, from a tourist group
consisting of 44 people traveling along the route Moscow - Benelux - Paris, I was
kicked off the train by customs officers.

When filling out the declaration, I indicated the amount I was carrying was 500 US dollars, which is officially allowed. Additional XXX US dollars, for which
I had permission from the State Bank of Russia and a declaration from Sheremetyevo-II airport, I
also presented to them. Inspector of Brest customs Nikulina O.I. and the second one,
who did not introduce herself under any pretext, took away the money, started shouting,
talking rudely.

This was not the first time I had traveled abroad. I flew by plane several times through Sheremetyevo-II airport, presenting a document only for additional currency.

Regardless of everything, they pushed me out of the train without the things I
slept in. The group left without me. Having pushed me into the station customs, they began to mock me as they wanted. There were a lot of them, Iwas alone. And it all ended with me being forced to sign several blank sheets of paper and pay a fine of 50 US dollars. They took the money (XXX US dollars), otherwise they threatened not to let me out of there and put me on trial.

They did not return the declaration and permission for additional money to me. At the same time, they provoked me into a fight (pushing me and hitting me against the wall). I was alone without
witnesses, and they took advantage of this.

I am 59 years old, I am a pensioner, I did not react to their rudeness, and this angered them even
more. They stated that they have their own state, Belarus, and they can
do whatever they want, according to their own laws.

The head of the night shift from August 11 to 12, 1997 was “Maksimych,” who
also did not introduce himself when I asked. All Brest customs workers were afraid to give their names. I heard “Maksimych” only in a conversation between them.
Nikulina’s last name is O.I. written on the protocol of detention of things. When I signed blank sheets of paper, only then did they give me my passport, but they didn’t want to release me either. I pulled myself free and ran to another train. Ikulina O.I. ran after me to detain me. The entire platform looked at this spectacle. I managed to jump into the carriage when the train had already started to move. The train conductor, seeing all this and sympathizing with me, helped me travel free of charge to the border with Poland. I got to my
groupat my own expense.

On the way back on the night of August 19-20, 1997, I went to the Brest
customs. It was closed, I went through the service entrance. There was only "Maksimych" there. I asked the boss and wanted to get my money with a receipt, he
sent me to “three” letters. I was forced to return to the carriage because... the train stays
there for about an hour, and the boss arrives at 9 am.

Please consider my application and return my money, and also inform in
in writing what measures have been taken in relation to the Brest customs of the Republic of Belarus.
